Our staff consists of over 30 professionals located throughout our offices. Our personnel include Registered Civil and Geotechnical Engineers, Registered Geologists, Certified Engineering Geologists, Certified Environ-mental Managers, Registered Environmental Assessors, Certified Ecologists, Certified Wetland Scientists, Archaeologists, and environmental scientists and planners who have extensive training and hands-on experience in their fields of specialization.

At Padre, experienced senior staff members are active in day-to-day project work. The senior professionals have between 10 and 30 years of applied experience in their field of specialization, and are actively engaged in all aspect of project management.

Padre's staff have strong, well-developed working relationships with local, regional, state, and federal regulatory agencies. Our reputation for quality performance and knowledge of a continually changing regulatory climate enhances our ability to assist in negotiations on behalf of our clients. Padre senior staff have hands-on agency experience at the local, state and federal level.

Jerome K. Summerlin, C.E.G., C.Hg., R.E.A. II - Principal, President

Geoenvironmental Services Manager

Mr. Summerlin has 20 years of experience in the geoenvironmental field and is responsible for the firm's geoenvironmental assessment and remediation practice. Mr. Summerlin is registered as a Geologist, Certified Engineering Geologist, Certified Hydrogeologist, and as a Registered Environmental Assessor II in California, and is also professionally registered in the states of Arizona, Nevada, Oregon, and Wyoming. Mr. Summerlin has managed environmental assessment and remediation projects, which have included Phase I environmental site assessments, preliminary soil and groundwater assessment programs, remedial action plan design, permitting, and implementation, and verification monitoring and site closure plans. Mr. Summerlin has been responsible for and has participated in a variety of geotechnical, geologic, hydrogeologic, and geoenvironmental projects throughout California, Alaska, Arizona, Hawaii, Nevada, Texas, and Utah.


Simon Poulter - Principal, Vice President

Environmental Sciences Manager

Mr. Simon Poulter is a Principal and manages the environmental sciences group of Padre Associates Inc. in Ventura, California. Mr. Poulter holds a Masters in Environmental Planning, from the University of Pennsylvania and a B.A. in Marine/Aquatic Biology and Physical Geography, Wittenberg University. Mr. Poulter has 20 years of experience as a project manager and environmental scientist responsible for physical, biological, and cultural resource assessments for inland, coastal, and outer continental shelf projects. This experience has included numerous environmental impact reports (EIA/EIR/EIS), resource assessment studies, oil spill contingency plans, and environmental training programs for projects within the United States, as well as the Russian Federation and South America. Mr. Poulter has extensive experience with the assessment and permitting of coastal and offshore projects in California. This experience has included the assessment and permitting of several large offshore oil and gas decommissioning projects in California. These projects include the removal of four offshore production platforms, several marine terminals, subsea well completions, and pier complexes. These projects have involved numerous agency approvals including the State Lands Commission, California Coastal Commission, Army Corps of Engineers, Regional Water Quality Control Board, and Air Pollution Control District. These projects have included extensive research in the environmental impact assessment and monitoring of these large-scale projects including alternatives analysis. Such alternatives have included the design and assessment of artificial reef construction using components of these existing offshore structures.


Jeffrey Damron, P.E., G.E. - Principal, Corporate Secretary

Geotechnical Engineering Manager

Mr. Damron has 20 years of experience in the field of civil/geotechnical engineering and is a registered civil engineer in California as well as Oregon. Mr. Damron works in the fields of geotechnical engineering, geoenvironmental engineering and remediation, and construction monitoring and is responsible for the firm's geotechnical / geologic practice. Mr. Damron has supervised and been involved in projects throughout California including deep foundations, landslide stabilization, oil/gas processing facilities, school sites, water storage tanks, commercial developments, roadways, and pipeline projects.


Alan E. Emslie, P.E. - Principal, Corporate Treasurer

Civil Engineering Manager

Mr. Alan Emslie is a Principal and manages the water resources group of Padre Associates, Inc. He is based in our Goleta office. Mr. Emslie holds a Master’s Degree in Civil Engineering from the University of Utah and a Bachelor’s Degree in Civil Engineering from New Jersey Institute of Technology. He has 28 years of experience in the field of civil engineering and is a registered Professional Engineer in the states of California, Utah, and New Jersey. Mr. Emslie works in the fields of water resources, civil engineering, construction management, geoenvironmental engineering and assessment and remediation and is responsible for the firm’s water resources practice. Mr. Emslie has been project design manager and construction manager for large water resources projects, oil and gas industry and infrastructure projects, as well as for geoenvironmental assessment and remediation projects throughout California and the western United States.
